Release Train Engineer

HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

Position Summary
The Release Train Engineer (RTE) is a critical role at PBC Solutions and acts as a coach and facilitator for the Agile Release Train (ART), ensuring the successful execution of SAFe Agile practices. The RTE is responsible for guiding teams through ART events, promoting collaboration, and helping Agile teams achieve their objectives. The RTE is viewed as a leader that peers and clients rely on. They see the business vision, and can bring others along the journey towards successful execution with you. They work to align teams with a shared technological and business vision, facilitate communication with internal and external parties, manage risks, and drive continuous improvement across the organization. The RTE plays a key role in optimizing team performance, ensuring smooth delivery, and fostering a culture of collaboration, innovation and accountability.

Primary Duties
Facilitate ART Events:   
  • Lead and coordinate Program Increment (PI) Planning sessions, ensuring that all teams within the ART are aligned on deliverables, objectives, and timelines.  
  • Facilitate key ART Sync meetings, such as the Scrum of Scrums and System Demos, ensuring continuous collaboration and transparency between teams.  
  • Oversee the execution of other critical Agile ceremonies, including retrospectives, iteration planning, and daily stand-ups, ensuring their effectiveness and alignment with SAFe principles.  
Manage Flow of Value:   
  • Drive the optimization of value delivery within the ART by applying various tools and techniques.  
  • Collaborate with Product Management, System Architects, and other key parties to ensure that work is properly prioritized, delivering the highest value first.  
  • Remove bottlenecks and inefficiencies by identifying opportunities for automation, improving team structures, and aligning processes for maximum effectiveness.  
Risk Management:   
  • Identify potential risks and impediments early in the PI cycle and collaborate with teams to develop mitigation strategies.  
  • Escalate unresolved issues to the appropriate stakeholders and ensure swift resolution to prevent disruptions to the ART’s flow of value.  
  • Act as a key facilitator in Problem-Solving Workshops and contribute to building long-term solutions for recurring challenges.    
Continuous Improvement:   
  • Foster a culture of continuous improvement by identifying areas for development in teams, processes, and tools, and driving action to resolve them.  
  • Provide coaching to leaders, Scrum Masters, and Agile Teams in adopting Lean-Agile principles, ensuring practices such as Continuous Delivery are embraced.  
  • Help teams improve their ceremonies, collaboration, and overall effectiveness through regular feedback loops and retrospectives.  
Communication:   
  • Act as a key liaison between multiple teams, business stakeholders, and other ARTs to ensure clear and consistent communication.  
  • Translate business goals and priorities into actionable plans for teams, ensuring alignment across multiple disciplines.  
  • Report on ART progress, dependencies, and risks to senior leadership and other key stakeholders, providing clear insights and recommendations for course corrections.  
Coaching:   
  • Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.   
Metrics and Feedback:   
  • Establish and track relevant metrics to assess ART performance, including velocity, cycle time, and quality indicators.  
  • Analyze data from multiple sources (team performance, stakeholder feedback, and ART outcomes) to drive improvements in processes, alignment, and delivery.  
  • Use data to guide decision-making and inform adjustments to upcoming PI plans or team practices.  
  • Other duties as assigned.
Required Education and Experience
  • 7-10 years’ experience leading in a SAFe Agile setting, preferably within a SAFe government environment. A blend of Agile roles, including Scrum Master and Release Train Engineer (RTE), will be considered.  
  • Expert in Agile tools such as Jira and Kendis.
  • A combination of education and experience may be considered. 
Preferred Qualifications
  • SAFe Release Train Engineer (RTE) certification is highly desirable. 
Knowledge, Skills and Abilities
  • Deep knowledge of Agile principles and how they scale across larger organizations.
  • Excellent leadership, communication and problem-solving skills.
  • Ability to work collaboratively and effectively with cross functional teams and interested parties at all levels, including executives, business leaders.

Travel / Work Location 
PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based in BC with the ability to come to the office when required.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $95,400 - $143,200 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
