Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

Position Summary 
The Senior Scrum Master leads a team of Scrum Masters/Project Managers and is responsible for leading technology project planning, design, implementation and close out, and for the management of the agile sprint process for scrum teams.

This position is designated as a Grid Level 27, with a range of $101,062 - $115,896 per year. This includes a Temporary Market Adjustment Adjustment (TMA) of 9.1%. 

Primary Duties

  • Leads technology teams, including assignment of work, and ensures results meet commitments and expectations. 
  • Ensures technology deliverables are completed
  • Manages a portfolio of scrum teams to ensure integration between associated products. 
  • Acts as project manager throughout the initiation, planning, execution, control and close-out phases of the project management life-cycle. 
  • Leads project planning sessions to determine project scope, define project deliverables and develop project charter to align with the direction of the business. 
  • Develops options, strategies and approaches to address issues and service/program delivery needs using techniques such as cost benefit analysis, social and economic impact analyses. 
  • Develops terms of reference; drafts project plans to identify timelines, deliverables, methodologies, and resource requirements. 
  • Develops and maintains effective and cooperative working relationships with internal and external stakeholders, businesses, and relevant provincial, municipal, and federal government partners. 
  • Monitors and evaluates project resources, processes, and progress, identify risks and obstacles, and takes or recommends action to address. 
  • Conducts post implementation review. 
  • Provides team leadership in accordance with agile principles, policies, and procedures.
  • Ensures technology teams track time in alignment with the allocated budgets
  • Other duties as assigned
Required Education and Experience
  • Master’s degree in a computer science related field and 2 years of related experience; OR 
  • Bachelor’s degree in a computer science related field and 3 years of related experience; OR 
  • Diploma in a computer science related field and 4 years related experience; OR 
  • Certificate or coursework in a computer science related field and 5 years related experience; OR 
  • An equivalent combination of education and experience may be considered.
Related experience includes the following:
  • Agile project experience. 
  • Experience with Agile lifecycle management practices and tools. 
Preference may be given to candidates with the following experience:
  • Certification as a Scrum Master. 
  • Experience working in service delivery organizations/programs. 
  • Experience in service design. 
  • Experience in data management programs, UX /UI best practices.

Travel / Work Location: PBC Solutions operates in Victoria and Vancouver with a hybrid work model. Candidates are preferably located in one of these locations to be able to attend occasional in-person meetings.
