Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.
Position Summary:
Reporting to the Privacy Manager, the Privacy Analyst serves a key role for privacy compliance in the organization and is responsible for supporting the organization’s privacy protection and compliance program.
Primary Duties
- Drafts and supports the drafting of privacy impact assessments
- Responds to and investigates privacy breaches and complaints
- Processes access to information requests in accordance with the Personal Information Protection Act
- Provides advice and training to PBCS employees, contractors, and subcontractors on compliance with legislation, contracts, and policies related to privacy protection
- Collaborates with stakeholders across the organization and the Ministry to create compliance tools
- Attends cross-organizational and cross-Ministry committees
- Exercises tact and discretion
- Supports responses to BC’s Office of the Information and Privacy Commissioner or other applicable Regulators.
- Supports proactive and routine disclosure processes
- Reviews and provides advice on proposals for disclosures of personal information
- Supports a positive client relationship.
- Other duties as assigned
Required Education and Experience
- University bachelors degree in a related field, such as information management, archives, public policy or law.
- Expertise in the interpretation and application of privacy legislation such as BC’s Freedom of Information and Protection of Privacy Act
- Knowledge of the interpretation and application of the Personal Information Protection Act, and applicable privacy-related legislation, regulations, standards, and policies for a private sector organization in British Columbia.
- Minimum of 3 years of experience working in access to information or working in policy and procedure development, or performing compliance investigations
- Experience drafting policies and procedures
- Experience leading meetings with multiple parties
- An equivalent combination of education and experience may be considered.
Preferred Experience
- Demonstrated experience performing, reviewing, and facilitating privacy impact assessments.
- Experience working for the public sector
- Demonstrated experience responding to and investigating privacy breaches
- Experience delivering privacy or access to information training
- Experience drafting privacy or access procedures and guides
Knowledge, Skills and Abilities
- Demonstrated ability to work independently and in a team environment
- Attention to detail
- Excellent time management and organizational skills
- Demonstrated experience performing analysis and drafting reports
- Ability to work with a variety of stakeholders

Travel / Work Location: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based in BC with the ability to come in to the office regularly.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is
$61,800 - $92,800 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
